About the Green Street Project

Green Street is the heart of Campustown.  This great street is more than just a street, it is entertainment, shopping, and cultural center of the University of Illinois.  The City of Champaign is committed to improving and strengthening this vital community corridor.  Over the next two years, a design team led by local engineering firm Clark Dietz, Inc. will begin the process of expanding on the original reconstruction of Green Street.  

The third phase of the Green Street Streetscape Project focuses on the portion of Green Street from Fourth Street to Neil Street.  This project will design what we are calling Phase 3A and 3B. Phase 3A is the stretch of street from Fourth to First Street and includes the intersection of First and Green Streets.  Phase 3B focuses on the stretch of Green from First Street to Neil Street, including the railroad overpass.  While both phases will be designed as part of this project, only phase 3A will be constructed at this time given the amount of funding available for the project.  The remaining, and final phase 3B, will be evaluated as funding becomes available.  

This project will evaluate a number of features for incorporation into the final design.  The team will take a look at the earlier phases (Wright Street to Fourth Street) and recommend changes to the existing streetscape standards.  They will also look at new and emerging technologies and best practices to ensure the new Green Street is a complete street and manages all modes of transportation.  Through this project, we will strive to make Green Street a model corridor in terms of safety, mobility and economic strength.

Where is the project area?

The project study area consists of the Green Street corridor from Fourth Street to Neil Street.  The proposed project improvements will be constructed in 2016.

What are the project goals and objectives?

The goal of this project is to continue the reconstruction of Green Street to enhance all modes of transportation.  Additionally this project looks to enhance and beautify the Green Street corridor to promote strong economic development growth and expand the heart of Campustown to better connect with Midtown and Downtown Champaign.


What are some of the potential benefits of the project?

Benefits of the project include attracting more businesses to the project area and making the project area more pedestrian-friendly.


Where are the funds for this project coming from?

The design of this project is being funded primarily from the City's Food and Beverage Fund.  This fund consists of revenue from the Food and Beverage tax applied to food and beverage purchases city wide.  This fund was used in the initial phases of Green Street and the City Council has directed the continued use of those funds for this project.

The construction of this project is being funded by a Federal Transportation Investment Generating Economic Recovery (TIGER) Grant which was co-sponsored by the Champaign-Urbana Mass Transit District, University of Illinois, City of Urbana and City of Champaign.

Who is leading the project?

The City of Champaign is funding and managing the project.  A consultant team led by Clark Dietz is developing the Green Street Streetscape Phase III design.


How will the community and stakeholders take part in the process?

Stakeholder involvement for the Green Street Streetscape Project will be an ongoing process from project initiation through completion.  Various public meetings will be held throughout the project development process to provide outreach opportunities to all stakeholders.

Are properties going to be impacted?

There is no denying that adjacent properties will be impacted by this project. This is a complicated and large scale project that will have long lasting positive impacts to those businesses and properties. That being said, coordination will be critical on this project. As with Phase I & II, the City will make every effort to mitigate and minimize the impact to property owner, businesses, residents, and the traveling public. These plans will be made in conjunction with the impacted parties and we ask for your patience and participation in the project to ensure the smoothest possible construction.

What is the project timeline?

Preliminary Design is expected to be completed by January 2015, followed by the completion of Final Design at the end of 2015.  Construction of the proposed improvements is expected to be in 2016.


What is the MCORE TIGER VI project and how does it relate to the Green Street Project?

The Champaign-Urbana Multimodal Corridor Enhancement (MCORE) project consists of five street corridors including Green Street from Fourth Street to Neil Street. The MCORE TIGER VI project will construct Complete Street corridors connecting the Cities of Champaign and Urbana to the University of Illinois. The MCORE TIGER VI project will improve transit travel between the cities and the campus, create new economic opportunities in the surrounding commercial areas, and improve local quality of life. The project includes a multimodal network of roads, on-street bike lanes, shared lane markings, bus-only lanes, and other transit services that will enhance mobility for residents and visitors, particularly non-drivers, persons with disabilities, senior citizens and economically disadvantaged populations.

Who is leading the MCORE TIGER VI project?

The City of Champaign and City of Urbana is managing the various projects within their jurisdictions.  Additional project management will be provided by the Champaign-Urbana Mass Transit District and the University of Illinois.  A consultant team led by Clark Dietz is developing the MCORE TIGER VI designs.
